The gist i heard is that it’s always like this when it rains. As uncool as it is, the residents have gotten used to it. Everyone is going about their normal day like swimming in dirty water and falling into gutters is part of their normal routine.
This explains why they didn’t flinch when the ‘Lagoon’ statement was made.
