Fox has unveiled the highlights of Gotham season 2 bad guys who will practically run the city .

From the image above you can see Penguin but there are also some new faces, they include

-Jessica Lucas  as Tigress
-James Frain  as Theo Galavan.

The poster also goes with the tagline “Rise of the Villains”

Gotham returns Monday, Sept. 21, at 8/7c.
